…In May 2015, the Minnesota Public Utilities Commission became the first to decide to take a comprehensive look at grid modernization through an initiative focused on distribution planning. The yearlong process was undertaken in parallel with another Minnesota grid modernization study, led by the nonprofit Great Plains Institute and Center for Energy and Environment, dubbed e21, which involved dozens of utilities and other interested parties.
The Minnesota PUC effort led to a staff report last spring that defined grid modernization and laid out principles to guide further actions as well as a threephase approach to continue policy development…
